Dave Moora – Bio

Dave Moora is the Principal and Founder of Impact Associates, a mediation, conflict management and organizational development firm. Before launching his own business in 2025, he served as a Commissioner with the Federal Mediation and Conciliation Service (FMCS) in Washington, DC. He joined FMCS in 2019 after serving as ADR Counsel for the U.S. Environmental Protection Agency and as Director of the American Bar Association Section of Dispute Resolution.

With 18 years of experience in dispute resolution across the public and private sectors, Mr. Moora has mediated high-stakes disputes in industries including railroad, environmental, employment, and regulatory sectors. He has facilitated complex negotiated rulemaking procedures and multi-party public policy discussions. In addition, he has worked with senior executives and workplace teams to address organizational dynamics and lead cultural change efforts.

Mr. Moora has designed and taught conflict management, negotiation, mediation, and communication skills both domestically and internationally. He has led hands-on interactive training on basic and advanced mediation skills, legal bargaining, essential conflict management skills, engaging constructively in difficult conversations, and using mediation to maximize effectiveness as an advocate.

From 2021 to 2025, he worked internationally in Kosovo to enhance the quality of mediation and court-based mediation services. He designed and implemented a national mediator certification curriculum, developed a “train-the-trainer” program to build local mediation training capacity, and worked with courts, judges, attorneys, and government agencies to strengthen confidence and demand for mediation services.

Mr. Moora has dedicated his career to the dispute resolution field and has a deep interest and passion for the work. As Director of the ABA Section of Dispute Resolution, he led efforts to promote fair, efficient, and cost-effective dispute resolution, while also supporting training and policy innovation. In 2018, he chaired the Federal Interagency ADR Working Group, spearheading initiatives to expand the use of ADR in the federal government and assisting agencies in developing effective ADR programs.

Mr. Moora holds a Bachelor of Arts in Peace and Global Studies from Earlham College, a Juris Doctor from Syracuse University College of Law, and a Master’s in International Relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
